1) Read the Official Rules Carefully - Print out a rules and application form and the updated 2012 online checklist.
2) Complete the application form
3) Submit Your application form and checklist (NOTE: your checklist will be returned to you with your certificate)

All certificates received by the Commission go through a review process to ensure count totals are correct and the rules of the program have been followed.
